possibly to spread the server load more evenly over time. If every batch/update job on every site on a particular server ran at the top of the hour things would go to hell in a handbasket every hour. That's why many servers run backups, batch processing jobs, and file transfers at various times during the night, to minimize the effects on _normal_ users.
