Take him out and shoot him. Not once, but several times. Ensure that he is no longer a part of the communal oxygen pool. Then do the same to his parents, and any children he may've had. Eliminate his genes from the gene-pool...well...okay...just him.

If they give him the fullest he could stay in jail forever Bish. He would be eligible for parole after 25 years but ain't nothing saying he's gonna get parole. The SENTENCE is FOREVER for murder but a number of people do get paroled after 25 years. We just have to hope this fucker doesn't get paroled. For example, Paul Bernardo will NEVER be paroled...there is no chance of that EVER happening. Let's just hope for the same fate for this asshole.

If you kill an American in Canada, it's up to the Canadian govt to prosecute, no? If you kill an American in a country where there's no law against homocide, you can never be prosecuted for it, no? So just take him out into international waters and do whatever you feel like.

According to the legal literature I've seen:

Under international law, there are five generally recognized principals upon which a country can permissibly assert extraterritorial jurisdiction:

the objective territorial principle—where the offense occurs in one country but has effects on another (for example, killing someone by shooting across an international border);
the nationality principle—where the offender is a citizen of the prosecuting state;
the protective principle—where the offense threatens the vital interests of the prosecuting state (for example, acts of terror);
the passive personality principle—where the victim is a citizen of the prosecuting state; and
the universality principle—where the offense is universally condemned by the international community, sometimes in a multinational convention or treaty to which the United States is a signatory (piracy would be one such example).

Special maritime jurisdiction is a delicate blend of :

The origins of the parties involved
The origin and destination of the vessel
The proximity of the crime to any given territory
Treaties, mutual cooperation, and assitance
The vessels registration and ownership

So long as a crime is reported/detected, it can be prosecuted. So one cannot have a kiddie porn factory or a murderboat floating out in the great blue. Eventually some well armed naval vessels will pay you a visit and you will rot in jail for 5 years as they merely try to hammer out the extradition hooey.
