I think the term disruptive has the same meaning as anything else that might be disruptive. Would you allow someone to toss a football across a classroom while students are concentrating on an exam or completing an assignment?who gets to decide if it's disruptive?

There was a kid in Houston who was kicked out of school for wearing a Confederate flag on it (can't recall the school). Kids have also not been allowed to wear certain colored shirts (blue or red or black) in some schools because of gang problems. I don't know what the plain white T-shirt is supposed to be about.
Check the school district's policy on it. I wonder if this is from the principal only and it this is something that is not official policy.directly from the principles in the schools here.
