I think the term disruptive has the same meaning as anything else that might be disruptive. Would you allow someone to toss a football across a classroom while students are concentrating on an exam or completing an assignment?

"Prayer
Each student has a right to individually, voluntarily, and silently pray or meditate in school in a manner that does not disrupt instructional or other activities of the school. The school will not require, encourage, or coerce a student to engage in or to refrain from such prayer or meditation during any school activity."
There is no mention of "designated areas" for prayer.
What does your local school say? You can find reference to this in the student handbook.
But it doesn't say that anywhere. Where do you get the idea that schools forbid prayer in the halls or at school activities?

Maybe it isn't that way in every school, but it is in many.
So now I understand. This is local to your school district then?
There was a kid in Houston who was kicked out of school for wearing a Confederate flag on it (can't recall the school). Kids have also not been allowed to wear certain colored shirts (blue or red or black) in some schools because of gang problems. I don't know what the plain white T-shirt is supposed to be about.
Those pesky greasers I tells ya.
Check the school district's policy on it. I wonder if this is from the principal only and it this is something that is not official policy.
If it is, maybe some students should hold some civil disobedience prayer protests where they group together in the hall for a group prayer or something, keeping the group to the side so that it does not interfere with the flow of traffic or block anyone from their locker or a door. Dunno. I see this as a clear violation of Church and State separation if it doesn't disrupt.

I've come to the conclusion that we can solve the liberal marriage issue by introducing IPv4 marriage licensing.

I am surprised at that rule, though. To ban it completely on school property is clearly a violation of a student's right. If they're not disrupting the education of others, not disrupting the flow of traffic in the halls and not pushing it on other students I don't see any harm in the students praying among themselves. It would be nice if someone would challenge that in court.
