I cut my boyfriend's hair, so he never pays for it either. But then he's one of those people who doesn't give a rat's ass about their hair, which is probably fortunate.
 
There's thousands of people working out of their basements that you only find by word of mouth. Look one up.

My hairdresser is one of those. Not only does she charge based on the work done ($18 for me to get my hair cut...BOOYA. $25 if I want her to style it all pretty but I usually like to have a shower after a hair cut cause I hate little hairs all over me all day so I don't go that route) and she's the ONLY hair dresser I've ever had who listens to what I want 100% and offers her opinion about what she thinks will look best (ie. maybe taking off one inch more or less than I asked) but if I disagree with her does what I asked without argument.

Fine, have it your way. Never let it be said I was anything less than accommodating. Photos of you wearing a bathing suit, without the bathing suit will be perfectly acceptable.

Most men don't ,hence the greater cost for those whom do.
 
Many (all?) states regulate haircutting specialists. It's a lucrative cash cow.

Speaking from personal experience, i can attest to this fact.
And as for how we come up with what we charge, a calculation is generally used.

time+electricity+water+cost of product used+booth rental=avg cost per person
When i was cutting hair, i spent on avg 15 min on a head. no time here for lolly gagging. I spaced them at every 15 min too. i could make more money that way, and my chair was always full.
 
I had a mate years ago, who ran, let alone walked without moving his arms ... given that he often wore trainers, over formalish trousers and a long trenchcoat with long blond hippy hair and had mad bulging eyes ...

... the ( admittedly somewhat rare) sight of him running, arms straight akimbo at his side was a sight to behold!
