N. Korea missile aimed at area off Hawaii - report

TOKYO, Japan (AP) -- Japan said Monday it was considering whether a pre-emptive strike on the North's missile bases would violate its constitution, signaling a hardening stance ahead of a possible U.N. Security Council vote on Tokyo's proposal for sanctions against the regime.

Now we will see how lawfull they are....

Pre-emptive strike, in the name of defense, is not necessarily an offensive move. If they decide to go & take NK, we have a different scenario.
 
Defence/offence is all in who pulls the trigger first. Pre-emptive is another word for taking the offensive and in a case like this it is nothing more then symantics...
 
In politics. as in real life, semantics matters.

An offensive maneuver would include overtaking NK. A defensive action would mean stopping them from attacking you.

Ever been there? I have. Met quite a few nice people. If a person was disliked while they were there, it's most likely because they said, or did, something to cause that dis-like.
