Neither does the EU.
Each country issues its own passports to its own citizens.
The holder of an Irish passport can't be deemed a citizen of Greece, for example. Or vice versa.
The EU is an association of countries, a cooperation in economic, financial and political terms. It ain't a national entity in its own right! If it was, we wouldn't have separate embassies, for example, and citizenship and nationality laws wouldn't exist. Passport control would be a whole different kettle of fish, and don't get me started on visas...
