I bow to the superior historical gleanings of a Canadian who has spent twelve minutes researching the topic. How could I possibly think I know anything compared to that?

you HAD a goverment, at war with another goverment who had a proclomation freeing slaves if they escaped lands governed by your goverments, or when those lands where lost. a war powers act that did not need congress. At the same time Lincoln started the process that would free the slaves in United states (and territories) which of course took longer do to being an act of congress.
