What keeps playing like a broken record in my mind is the statement that had been made earlier "...whether she should be allowed to live".

How did she end up in her state, anyways? I know there was a lack of oxygen to her brain - but how did that occur?

Since the brain has a tendency to rewire itself, that is inconclusive evidence. Supposing it's not to such a degree as to be impossible to work around.
